- Reshape care delivery and resource deployment models

Current Areas of Focus: November 2022 – May 2023
This subgroup is currently focused on reviewing and standardizing the scope of Nursing roles such as LPNs, CNAs, PCTs, and Nursing Students with the intent of fully utilizing the skills of all existing direct care team members. Additionally, this subgroup is involved in implementing innovative partnerships with Nursing schools and the Maryland Board of Nursing to design curriculum that increase the scope, experience, and quantity of new grads to support staffing levels around the system.
Job Role Standardization:
•Evaluate current PCS roles & propose TOL state to redefine workforce
•Audit job role descriptions and comp disparity
•Scope financial implications for: advertising, recruitment, pay reconciliation, training/education, retention benefits and legal consultation
•In-depth crosswalk of LPN/ PCT roles at 4 MOs
Nursing School Alignment:
•Align planning with schools of nursing throughput projections for student nurses (ACE, P3)
Future Areas of Focus: June 2023 – December 2023
The Top of License subgroup will be on the constant look out for new and innovative ways to redesign the experience of direct care givers by reducing waste and inefficiencies from their day to day practice allowing them to spend more time doing the work that brings them joy.
Workforce Recovery Program:
•Onsite CNA training program funded by the state with the goal to train CNAs and LPNs
•First cohort will be in late spring with a full classroom
•Pilot at UM SJMC
•Roll out program for nursing with implementation toolkit
•Explore piloting a virtual nursing program
•Expand the role of the LPN in team assignments
Expand Opportunities for Professional Advancement:
•Create professional development pathways for all members of care model
We Asked, You Said
With over 350 responses from our system-wide nursing survey, we heard that there was a need to reshape care delivery and resource deployment models. From these responses, the Top of License Subgroup will engage team members to thoughtfully rebuild a care delivery model that utilizes the full extent of their diverse education, training, and experience.
The Top of License CDO group provides UMMS the opportunity to be a leader in:
•Bringing more joy back to the bedside
•Enhancing the human experience of our team and our patients
•Improving the culture/ morale of our teams
•Engaging direct-care team members in re-designing their work
•Redefining roles and responsibilities of PCS staff to ensure working to top of license
•Standardizing scope and work of identified clinical staff
•Reducing unnecessary variability or redundancy in roles (roles or work?)
•Impact the Emotional Thriving domain of the SCORE Survey specifically “I have a chance to use my strengths every day at work.”
